The Policy Innovation Lab at Stellenbosch University is advancing responsible artificial intelligence (AI) for transformative policymaking in South Africa and beyond. Our work focuses on two interconnected priorities:
- Responsible AI: Researching the policies, governance structures and processes needed to ensure AI is developed and deployed ethically.
- Transformative policymaking: Prototyping AI tools that revolutionise how policies are designed and implemented.
We do so by combining research, teaching practical innovation and partnerships with government, funders and academic colleagues.
Responsible AI: Strengthening policies and governance
To enable the ethical and effective use of AI, we explore the policies and governance structures needed for its responsible deployment. A central element of this work is ways in which AI, as part of a broader digital transformation effort, can enhance policy advice systems. Collaborating closely with government stakeholders, we are also researching governance frameworks that align AI technologies with public sector and societal priorities.
Our research also tackles the regulatory gaps associated with frontier AI technologies, which often outpace existing policy frameworks. Through initiatives such as the Meta-supported Open Innovation AI Community, we engage with global experts to develop adaptive regulatory approaches and policy toolkits designed to address the challenges posed by cutting-edge AI systems.
Transformative policymaking: Prototyping AI tools
AI holds significant potential to transform policymaking processes. Our work explores how AI systems can:
- Automate the generation of policy briefs
- Compare and analyse policy documents
- Collect citizen-generated data for policy insights
As part of our efforts to support the optimisation of South Africa’s policy advice system, we are testing these tools in real-world contexts, generating evidence of their impact on decision-making processes.
Additionally, we are developing an AI platform that integrates a suite of tools aimed at strengthening policymaking. We are also investigating the use of open-source AI platforms, which present a promising solution for resource-constrained environments. By evaluating their scalability, security, and ethical considerations, we aim to ensure their responsible integration into public decision-making.
Building capacity for AI-driven policymaking
Training is integral to our mission. We are empowering policymakers with the knowledge and skills needed to adopt AI tools effectively, while fostering an environment that supports responsible AI development and use.
